Is the X95 the first generation?  If not what’s the first public Tavor called?

I believe the first was referred to as the SAR or simply, Tavor

Not sure what generation you are referring to, but to answer as my best interpretation: the Tavor aka Tar-21 was the original rifle design, the X95 (Israeli like to call it Micro-Tavor) is the standalone derivative to the Tavor, just like how M4 is to M16.
